That is the actual ignition switch itself. It is connected to the key switch rack gear by that rod.

On the 1984+ steering columns there are 2 rods. One for the ignition switch, one for the dimmer switch.

Yes it is the key turns to start the truck. Not sure of the tech terms sorry.
