Even though the throttle plates weren't opening? It looks like the metering rods are wide open. Never noticed it till I pulled the carb and installed one I just rebuilt.
I'm not a carburetor guy, so just trying to learn something here.

For normal driving, i don't think so because this has no effect when running just on the primary(front) barrels.
And even with your foot to the floor when running on four barrels (and IF the air flaps open) you're probably not going to get good MPG anyways.
But i can barely tune my q-jet so you may want to wait for more responses, or try Cliff ruggles' carb forum:
