Title: Fender liner

What's the best way to remove the inner liner on a rear and front fender. The liner that is part of the fender itself
 I want to coat the inside of the panel and I also have a couple spots of rust repair.

Are you talking about the inner structure of the fender and not the actual inner fender?

The inner structure.....sorry I should’ve specified. The part that strengthens the fender

It is not made to come apart. If you are looking to spray inner corrosion protection there are wands designed to do just that.
