I just bought a new, prebent, send and return line and there aren't nuts on them. They're already flared at the end. Am I screwed?

Sounds like you bought carbureted lines.

Or the builder neglected to put the inverted flare nut on before flaring....
Is there enough room to cut the flare off, install the nut, an re-flare?
