Tore engine apart cleaned all up, couldn't get ring grove's cleaned out so I ordered a grove cleaner, scraped them down to shiny and put rings on, put new main bearings in and replaced crankshaft, took #1 piston and drove into cylinder 1, put new rod bearing in and bolted to crank, and I can't turn the crankshaft, even checked ring end clearance, for some reason acts like the rings are to tight. all info. and help appreciated, Thank you all.

I am not following you...
Did you have an empty block to start with?  Did you replace the crank or put the old one back in?  Did you put new bearings or the old bearings for the crank back in?  If old did you put them back on the same journal?  Did put new bearings or old bearings on the rod, if old did you put them back on the same rod and same side of the rod?  Did you put new rings in or old?  If old was it the same piston from the #1 cylinder and the same rings for that same piston?

Seems like you have one piston in and can't turn the crank, right?

Undo the big end and see if the piston is free?
