Did a search and found this bit of bad news:

How can I remove HERCULINER once it's applied?
You can use Xylene while product is still wet, but if it dries, it's permanent.

I guess you'll have to experiment.I'd try a fibre disc or coarse sanding disc (36 grit) to start and see what happens. I'd try this only on the spots where you have to weld.

Good luck.

I would try a grinder with a wire wheel on it to see what happens.

First how rusty is the bed as a whole? If there is major rust throughout I would consider replacing the whole bed with a better starting point and save a lot of hassle. If the bed is in nice shape except for some holes in the floor then I always heard those spray on bedliners are pretty much permanent.

I had to have one replaced by the dealer. They used an air needle scaler. I don't have any idea how well it worked, but I was happy they had to fix it under warranty

I have a needle scaler and although obnoxious it is effective. Is it real Rhino lining or is it the Wal-Mart do it yourself stuff? I would just cut out the area you need to cut out, grind around the edges and weld in your patch, then reapply some spray on liner.
