Hood not closing all the way

Mechanically, it will latch, and won't do anything naughty, except look bad from the driver's seat.  (truck is an 87 V20, but the front clip was replaced at some time with an 84 unit)  Fit is good everywhere, hood is not bent, and sits flush at the cowl.   Adjusting the bumpers up or down doesn't change anything.  Is the latch adjustable up and down?  There is about a 1/2" gap above the grill, and I can physically push it down to where it needs to be.

So it's resting on the core support?

Pics will explain it best JohnnyP, but no, it's not even contacting the bumpers unless I push on it.   It's almost as if the springs? aren't pulling it down enough in front, but they do in the back edge.  Sitting in the drivers seat, it looks like I didn't close the hood all the way.
