There's no spring on the pedal. 
#11 from the frame to the fork. 326582 Clutch Fork Pull Back Spring
#19 from the frame to the pushrod pivot. 330112 Pushrod Retainer Spring

Even without the return springs the pedal shouldn't drop to the floor.
Is the pushrod from the pedal to the Z-Bar damaged or out of the pivots?  The push rod is #1 in the pedal blowup on the below page.
