computer/check engine light

when you turn the ignition switch to the on position the check engine light should flash twice I think.
   Mine sometimes does not come on at all. when that happens , I pull the ecm fuses out and the crank fuse. I put the same fuses back in and it will work.

  I get no codes when checking for them

any Ideas?
