Does the seat belt lamp extinguish if you disconnect the black/white wires from the seat belts?  Check the interior ground connections to the bus bar at the left kick panel next to the parking brake pedal.  Check the cabin ground connections between the firewall and the back of the right cylinder head and between the engine block and the battery negative post/pad.  Make sure all connections are shiny clean and tight.
