I just went out and looked at every set I have in stock which spans the years of 73-88. None of them have the gasket so I looked at my 91 Suburban because it clicked that I remembered there being something different about those ones that caught my eye and sure enough there is a gasket there. So I am not sure if there is a rhyme or reason as to why some do and some don't other than what Henry suggested but I will look more carefully in the daylight at them.

ive seen it too on one of my trucks but dont remember which one. but i know it hasnt been on all of them, just thinking but maybe it has something to do with acting like a spacer due to the chrome trim ring? im sure only one truck that i seen has it and i think i only have one truck with the chrome trim

Hi All:
GM parts catalog for 73-78 has this:

Gasket, tail lamp lens, parts group 2.684, part number 5965748 (for 73-78 fleetside CK-1,2,3, blazer and Jimmy), quantity 2 per vehicle...this is obviously to seal the lens to lamp housing

Gasket-Retainer, tail lamp, parts group 2.660, part number 329813 (for 73-78 fleetside CK-1,2, suburban), quantity 2 per vehicle...lamp housing to vehicle

Gasket-Retainer, tail lamp, parts group 2.660, part number 466716 R.H., 466715 L.H. (for 75-78 fleetside CK-1,2, suburban), quantity 1 each per vehicle...lamp housing to vehicle

It seems there was a design change around 1975 and the parts books before the 1980s are somewhat confusing on this issue. The parts description of "Gasket-Retainer" implies the gasket and retaining hardware for the lamp assembly were a single part, but I have never seen a retainer other than the little discreet sheet metal spring clips that attach to the body. For suburbans, Blazer, and vans, this gasket may serve a purpose to stop moisture from entering the interior of the vehicle, but for the pick-ups, my best guess is that it is to solve a tolerance problem associated with the attachment.

My '77 Truck is a Silverado and as such had the chrome trim around the lens.  So...maybe it was applied to trucks with the trim ring?  I would think it would help to keep muck and grime out of the back of the housing and off of the electrical connection points.

I will have to check the taillamps on my '91 Crew Cab, but I know that truck was repainted before I owned it, and it is a Cheyenne.  Taillamps may have been replaced.

just an idea that maybe its for blazers and burbs to help keep exhaust fumes from creeping up through the tail light housing

The gaskets are readily available if you do a search, just like the side marker lights.  I would imagine that there is a couple reasons to have the gaskets.  One is to keep from the vibration from rubbing the paint off and the other is the less water you are letting leak into the body panels from the top the better off you are.  That is purely speculation though.  I had an 86 GMC back when it was fairly new and it had the tail light gaskets.

From my knowledge, it was generally upper trim level trucks only.  I don't know that it is reproduced. 
The link prior is the lens gasket or so it appears.  I can check though, just give me the part number in an email...  If it is out there, I can get it.

 On my second picture the body gasket refers to 06 which is the suburban code.
Sure there’s more but would have to dissect the manual.

Can't you just cut your own? Or seal it with silicone? Am I missing something obvious here?

Absolutely...you can buy some closed cell foam from an industrial supplier like McMaster-Carr and make your own. I think there is a lot of discussion on this just trying to understand what the OEM design(s) and part number(s) should be.
