feul/carb problem?

my 79 5.7 liter blazer has been running really rough lately and yesterday it started bogging off when id reach a higher rpm could this be to a bad feul pump or carb? when i took my air filter off i moved the choke and smoke came out of the carb when i held the throttle open with the engine off. also i noticed a lil bit of water dripping out of the tail pipe. could any of these cause the truck to backfire and shut off?
