Title: Is my water pump supposed to have these holes?

I got a new water pump (AC Delco), and there is a small hole at the top and a small hole at the bottom.

Should these be plugged?

No, those are weep holes. they are supposed to be there. Don't plug them.

 Seals are going bad when you see em' dribbling water/anti freeze, better get the pump replaced soon.

Here is a side-by-side. As you can see, coolant was coming out of the weep hole of the old one.
