A torque wrench is unnecessary.  Have you closely inspected the flare and inverted flare for damage, checked for cracks/splits in the walls and folds of the tube?  The tube should be double flared.  Is it?  If all of the above checks out okay, you probably need to tighten the fitting some more.

Okay, so previously I never took the entire hard line out of the truck but I figured with my issues I might as well just to be 100% sure that I am getting it completely cleaned and able to test threads with something else.
What I found  was that there was a nick in the threads but I honestly don't think it was going in far enough to be the root cause.  Regardless I took it to O'Reilly's and ask them to fix the threads (I don't own a tap and die set) and today after getting it put back together I no longer have a gas leak.

That was one beat up fitting... how did you gash that so badly?

From BD:

Inspect the tube and fitting flare faces for distortion or nicks and make sure the tube nut is square when started into the fuel pump.

We're all a little wiser now.... 8)

They are called tubing nuts but are also referred to as line nuts, flare nuts, tube nuts [sic].  No puns!   ::) :P :-X
