Title: Which offset should I use to bring wheel out towards the quarter panel?

I have a stock 78 2wd custom deluxe
The wheels (especially on rear) sit so far in the wheel wells, it looks a little silly
What offset should I use to bring the whee out toward the quarter panel.
I was also thinking of going to an 8 inch rim to help as well.
But I want to get the offset right.

What size tires are you going to run? 8.5" in the front and 10" in the rear usually does the trick. You need to know the width and then the backspacing.

Truck is stock, I will try and get the front end up an inch or two. Just to level out. I will try this with some 3/4 or one ton coil springs.

Post some pictures of your truck. What you are saying seems odd.

Stock wheels have 4" Backspacing, if you want to match the front (rear axle track is narrower that the front track) you need to decrease that amount.  Just measure the distance you want it to move out and adjust the backspacing accordingly.

Dave, to level out truck, just put some longer rear shackles on to lower
Rear. Lot easier.
