My dog has been urinating on the rims of my 74 c10 for almost a year , the rust looks thick , does anyone have advise on what to use to get it off

Media blast and repaint or sand it and repaint.

If you have an angle grinder, get you a wire wheel cup ( Harbor Freight has them ) made to fit the grinder and use that...take you a few minutes. I redid all my entire rims on my C30 dually that way as they were pretty rusty. Works easy

You haven't cleaned your wheels in a year? That's your fault. Do as Jason S. suggests. Then buy your dog a wheel of his own to pee on.
