Power door lock issue

I stripped an 86 C10 of its power locks and windows and put them in my 74 C10.  Everything works except the driver door lock switch will only lock the doors and the passenger switch will only unlock them. But neither switch does both.  Any advice?  Could it be the lock relay on the firewall? They are about $60 to replace but I want to make sure that is the problem before I do it.

Power Locks

Check the wire connections to both door switches and to the relay.  Use a test light to verify power to both door switches via the orange/black wires.  Then check for continuity through each switch while actuating lock (light blue) and unlock (black/white).  If there is continuity through the switches, check for power delivery to the relay on the light blue (lock) and black/white (unlock) while operating the door switches.
