Your shoulder harness seat belt will already have the plastic cover on it. If you want to color match you'll either have to find the same color or dye/paint them.

It'd be easier to dye them black. You can either use a fabric dye or use fabric paint. Just test it before you wear nice clothes and put it on. =P

duplicolor or sem, duplicolor is cheaper and works fine.
I did the light grey seats in my monte carlo with duplicolor black and they don't rub off on you. I'd worry more about vinyl seats coming off on you or coming off period then cloth, it soaks it up. I say 2 cans maybe 3 and you're set.
As for your seat belt things justy use some prep wipes, or wax grease remover then spray them, you can use krylon on the hard plastic stuff, and you can even do the belts themselves I did.

You can also use RIT dye, found at any walmart store where the laundry detergent is.
Get a big pan (stew pot, etc.), some dye, water and drop them in per the instructions. The black is real dark too, not expensive at all either. This is for the belts, I have dyed some plastic with it but had mixed outcomes, hard to match up the colors if you do one piece at a time.

well with the duplicolor and other spray dyes it's no problem to match it up it'll match right out of any can.
I had 14 cans and done each piece by itself and it all matches perfectly.
I bought several cans at a time from different stores, at different times.

I have also used the duplicolor for plastic with great results.
