'91 rounded line crewcab needs help

Hey all, im not exactly new, i was here along time ago when we were on EZ board but havent had a good ol rounded line in a longtime either.

Anyway, I just got a '91 GMC R3500 (i think its the R series for 2wheel drive?) crewcab dually with a TBI 454, and 4L80E ( ;DDREAM TRUCK ;D). Let me get to the point, the truck has a fueling issue, I wont be getting it to my place for another 2weeks yet, so I will tell you what I know. When it was parked, the P.O. was on a trip with it and it dyed. Aparently thinking it was the fuel pump he pulled the tank and left it at that. It is a dual tank truck, it will run somewhat according to the current owner, he bought it for the engine but felt bad about tearing up a Western Hauler conversion truck SO he turn around and sold it to me. But it is verified there is nothing wrong with the motor, or injectors. Now my real questions start here:
Does it have in tank fuel pumps in both tanks? What about switches and relays and where are they? Tank selector valve? Where do I start looking?

I will pickup a Chiltons and look at some wiring schematics and fuel system stuff if it has it in there. But kind of curious on your thoughts.

I have a Chevy Duty mag, and the quarterly delivery of   truck, but   doesnt really incude the later 88+ rounded lines.

Im pretty good at finding the problem on a truck, I love to wrench but idea's are appreciated. Thanks!

if you think it's fuel delivery, simply check the fuel pressure with a fuel pressure gauge first. Yes dual tanks each have an in tank pump

OK, thanks for clearing that up for me. Now what is the fuel PSI supposed to be?

Switch is on the dash near the ashtray.
switching valve is on the passenger side under the cab near the tank,
Both tanks have pumps

What was your previous user ID so I can delete it?
