That white plastic cylinder with the hole in its end contains a wire splice that used to connect two red harness wires to a 6-inch long, 16-gauge fusible link that then connected to the starter solenoid 3/8" battery cable stud.  Begin by disconnecting the battery ground cable.  Then cut that 'old plastic splice' away and re-splice the two red wires to a new 16-gauge (1(mm)2) fusible link and reattach it to the 3/8" stud.  Be sure to use actual 16-ga fusible wire - DO NOT substitute regular wire for a fusible link!  Crimp, solder and shrink seal the terminals using 60/40 or 70/30 rosin core solder and dual wall, adhesive lined, polyolefin heat shrink.  For visual details on constructing a fusible link, see "How to make a Fusible Link" in our Technical Forum.
