K10 parking brake stock performance?

What should I be expecting from the stock parking brake?
I have everything except the drums and front cable new, adjusted according to manual but it holds very poorly. No where near locking up on dirt road or useable as "emergency" brake.

No oil in drum and service brakes work well (just did an car inspection).

Back off on the cable, properly adjust the brake shoes and then adjust the cable.

What is properly?

Reading the 1986_GMC_Light_Duty_Truck_CK_G_P_10_to_30_Service_Manual.pdf manual again,

"1. Remove the lanced area in the brake backing
plate.
• The metal lanced area must be removed
from the brake assembly."

What is lanced area? I did remove all dust and loose crap.

"Back off the adjusting screw 33 notches"
I did not know how to do exactly 33 notches, I just approximated that turning the nut tigher once (with a screwdriver, through the hole in drum) is about 4-5 notches then backed off five times so about 25 notches.

Then adjusted cable according to manual, set parking brake to 4th click and adjust until drag.

Does my parking brake really suck because I backed off the nut about 8 notches too little?

Also new brake shoes are not new-new anymore, as in properly worn in.

I should have new front cable tomorrow, I hope there is some dark magic involved and it would fix it though it seems unlikely as the old one seems and feels fine.

I have a '83 K10.  The emergency brakes pretty much sucked with the 10 bolt axle.  I upgraded to a 14 bolt SF, emergency brakes pretty much still suck.  Fortunately there are no hills around here, just need it slightly working to pass the annual safety inspection.
