Black exhaust - engine running too rich?

I just bought a 1986 Chevy Silverado C-10.  At start up I get  10-15 seconds of thick black exhaust.  Someone says that the engine is running too rich.

Can anyone confirm the problem and tips to fix.  This is my first restoration project.

My knowledge of engines is at the beginner level.
