Oh yeah, for EGR.  I wasn't thinking about that, just got blind-sighted by an awesome deal.

You can find good used SR torquers on Craigslist and eBay sometimes they have great swirl and respond really well to mild porting.  But, I'd never pay the current suggested retail for them, may as well get a set of aluminum heads for that price.

 Also,
I just called RHS regarding Their "Vortec style" heads....The exhaust crossover is not drilled out, so they are out of the question.

Ok guys,
 Thanks for all your valuable input on this subject.
   With money as funny as it is these days, I have decided to use the 193`s(Never Used) that I got for free, and I scored a center bolt lower TPI intake to top them off with, all which are at the local machine shop getting cleaned up right now.
 
I did budget for a cam, and have a Comp 12-388-4 sitting here waiting to be installed. Got a Fel-pro top end kit as well.
 The whole shebang will be topped off with some new GMPP valve covers P/N 1235530. All purchased from Summit.

 Maybe down the road, whenever we are out of this mess, Ill either go with S/R torquers, or maybe by that time, some vortec heads, If I can wrap my brain around the external egr, and massive chip tuning process that it will require.

10-4 on the budget thing.  If I were building the engine I'd use the s/r torquers because they promote great low end torque and it sounds like that's what you're looking for.  I also don't think it's enough of a difference compared to your 193 heads to make it worth the money to buy another new set of heads.  I don't think you'll be disappointed with your decision.
'84 Sierra 3/4 ton.  4 on the floor, 4 wheel drive, upgraded to FM radio and steelhorse seat.  383 stroker under the hood - 430 hp 440 ft-lb.  custom rust holes in the bed and both rockers and cab corners.
