Wheel lock up

I'm sure this has been posted before but, my patience is lacking. I own a 1978 Chevy Silverado C20 camper special. I have a GM 14-bolt rear end. A couple years ago I converted the peg leg to a Eaton truetrac limited slip. I still have the drum brakes. In the eight years I've owned this truck it has not had the emergency brake cable from the pedal back. The problem I have is lately the right rear brake locks up when I'm almost coming to a complete stop and when I come to a complete stop. It does not happen in reverse . I first put it in drive after starting it, it feels like the brake is applied. Then I put it in reverse and go back a few feet and put it back in drive I have no problem. I have not pulled the rear drum off yet . I'm assuming I'm not the only person to have this problem. So any help will be greatly appreciated.

Look for gear lube at the bottom of the backing plate.  Gear lubed soaked brake shoes will grab like you are describing

Thank you. I will check it in the morning. It's night time here in vegas. Not to sound stupid but, with the pads wet, wouldn't it do it in both directions?
