I'm having troubles figuring out where my issue is with my washer pump. Initially I replaced the pump itself that did not fix it so I tore into the stearing column, removed the washer wiper switch tested it. It works. Asked my grandfather if he had any issues with it and he said it has worked intermittently since about 01 or 02. I don't have any blown fuses. It's an 85 k10.

That is the wiper delay module. GM part # 15598496. Gm is currently out of stock but my locator shows many dealers that have them. Have you tried bypassing the module and plugging the two connectors together. I believe you can and it should work except for the delay portion.

A jumper wire fixed it. Looking at the circuitry It's a straight shot across the board except for the diode which would be easy to wire in another into the jumper in the future.

The capacitor mounted adjacent to the diode is bad, too.

The delay modules can usually be repaired with a half decent soldering station. 
Buy some modern replacements for the ancient electrolytic capacitors and a replacement power diode.  Bet it's a lot less than the $70 they're asking for the substandard Chinese replicas.
