dimmer switch actuator rod??

I pulled my steering column apart to tighten the bolts to cure the loose steering issue and my rod will not line back up with the dimmer switch.  There are two bolts that holds the steering stem down on that side and my question is does the rod go on top of or under those two bolts?
'86 C10 Silverado 350 with 700r4 and 2500 stall
Dropped 2" in front and 2" in rear but soon to b 4" in rear
18x10 wheels with 295/45 18 tires

I am not quite sure what you mean by on top or under?  Got a picture.  If I remember correctly, it goes down the side of the outer collar...

there are 2 bolts on each side of the column.  when i pulled the rod up and out of the way i didn't notice if it slid on the top side of the 2 bolts or if it went beneath them.  if u don't know i can take a pic tomorrow.

right now the rod is above those two bolts but it doesn't line up going that way so i'm not sure if i bent the rod or what
