I'll change them when I get home but I don't think that would be the problem. Captkaos, I found a relay wiring diagram on here for the headlights, it made them a lot brighter

I have an81 stepside when I turn the head lights on all four lights come on, the top two are really dim lower two bright, when I turn the hi-beams on all four are really bright. Now are the three prong bulbs the hi or the low?

The 2-prong bulbs are high beam. The 3-prong bulbs are low and high beam. The upper lamps should be the low/high beam pair.
The symptoms suggest poor ground connections. Unplug all the headlamps and wash the connector terminals with WD-40. Plug each connector back up to its headlamp and unplug it several times, repeatedly, to clean the connections.
Factory wire colors are:
Green - high beam
Tan - low beam
Black - ground
Make sure each headlamp is properly grounded to the steel radiator support through its black wire. Then make sure the radiator support is grounded directly to the battery. You may need to disassemble the ground wire connections to the sheetmetal and clean them thoroughly to shiny bare metal using sandpaper. Reassemble with a liberal coating of antioxidant paste.

Are you running the factory style sealed beam headlamps? Although it's true that lamps gradually dim with use, you also could have wires crossed at the back of the low beam lamps.
