...There isn't an adjuster hole in the backing plate so this is as good as I think I can get them...

Take a solid punch and knock them out then you can adjust them correctly.

Don't do it on the truck. On the ground over a piece of wood.

Wouldn't the rear drums be self-adjusting?  Loosen them all the way, install the drums/tires/wheels, then back up a little, hit brakes (repeat a few times).

It has to be fairly close....I've adjusted shoes out so far that it took an act of congress to get the drum back on (un-punched drums), and that's pretty much the best you can do.  Next time I run into that, I'm drilling and dremelling an adjusting hole.

You can just drill a hole and pop a grommet in the hole. It doesn't have to be elongated.
