Steering column lower shroud

I've finally got all the gear together to fix my sloppy tilt steering column on my 76 C10 auto, trouble is the plastic shroud below the one that the shifter is attached to is broken so I can't get my shift indicator working.
Two things I need to know is the part number for a replacement and if the only way to change it is from the top while I have that all in bits to cure the slop?
I found the part on the parts book drawings but it doesn't show on the parts lists.
