Yes it is normal. There is a torsion bar in there that operates the control valve in the steering box. This allows the fluid to enter the power chamber and exhaust depending on the amount of turning effort. Basically it gives you more assist at lower speeds.

problem was other than taking forever to figure out was that the front axels were twisted back ever so slightly shimed them forward handels like a dream. thanks for helpin out guys.
