The whisle is normaly a loose latch.  You might need to repair or replace it.  If you push on it or crack it open I bet it will go away.  If the hinge is broken it is best to replace the whole window in my opinion.

You will likely find the whole window, I was able to find nos gm windows for my trucks every time I needed them but I paid dearly for them.  I have a lot of these laying around in my parts but I don't think I have very many nice ones left, I ebayed them off.  Not sure what you are looking for.  There are a lot of aftermarket ones available too.  Or there is always the junkyard.

I was curious to see where Loogootee, Indiana was so I Googled it :)

You might want to see if there are any car/truck swap meets coming up in either Louisville or Indianapolis.  I picked up complete set of used vent windows for only $15 each.  I also replaced the weather stripping which will also account for a lot of the "whistling" you're hearing.

Good Luck!

Here is a Basic How To for rebuilding the Vent Assemblies when needed...
http://www.customclassictrucks.com/techarticles/0601cct_1974_chevy_stepside_weatherstripping_replacement/index.html
Big Blue, Summit and Other Aftermarket Manuafacturers offer complete weatherstripping kits, or even Partial Kits, including for the Vents...
Here is one of many of Summit's Vent Specific Kits, this one is for the '73-80 Trucks

Since Soff Seal is so rediculously priced for one, I would Talk to Chris and See if he can get a Vent Kit for the Pair, as I guess Goodmark Offers stripping for the majority of the vehicles they sell parts for(Chris AKA Capt on here, is a Goodmark vendor)....
