hey guys i have a 82 truck and got some new outside door handles and was wondering if anyone can tell me how to get the rod that connects to the handle off

You will have to remove the clip the holds that rod at that other end. The clip is hard to describe but if you have a good flashlight you will see how that clip is held in place. Once that end of the rod is free it can be slide it right out at the handle end and remove the handle.
If you still cannot see how to remove that rod, your local Chevy/GMC dealer should be able to pull up a diagram showing what I've described.
Some figure dexterity here is a real asset :)

A small 90 degree pick is a must too.

Getting the rod back on can be a major pain, too. I didn't have the clip, but an hour, a very small nylon zip tie and some long needle nose pliers with bent jaws got it all back together.
