Title: cleaning chrome plated plastic center cap

Hey guys, does anyone know how to clean chome plated plastic center caps? I'm trying to sell my old wheels and the center caps look horrible. There's obviously some scratches which won't come off, but there is also this brownish looking film. Any ideas? Thanks for the help!
