My shoulder belt seems to locked up, but my lap belt comes out freely. The passenger belt doesn't do this, only the driver's side. The problem is obviously in the plastic housing of the retractors, but I wouldn't know what to do after taking it off. Does anybody have any similar problems or suggestions? Thanks.

I assume it is the same or similar to the 83 K5 mechanism. You probably already know this, but there is a black button that sticks out the backside of the seatbelt mechanism which your door will hit when it closes. This button is what locks it. When that button is released the seatbelt should release. You might check to see if that button is broken or stuck. I can take pictures if you need them.
It's not really hard to get off, so you may take it off just to inspect it and/or clean it. Sometimes the button will get bent or it'll push it sideways.
