Title: moisture in valve covers

hey gents have a small question. when i did my intake swap i noticed small accumulation of moisture inside the valve covers. well i cleaned it out and had someone tell of it was because i wasnt running  a pcv setup. could this be true? and before anyone asks yes i checked all gaskets and water level and all is good there.

the pcv makes sense but i run one and i have a noticed a little rust on the top side of the valve covers
