When I bought the truck the owner said theres a belt that squeals. Looks to me like the belt to the power steering is off a bit. Its somewhat new looking but frayed on one side.
Its an a/c truck and the a/c pump is on there (but a/c lines have been taken off)
I got the parts I need to piece the a/c system back together but the power steering pump, main pulley, and a/c pulley look a bit off
Does the drive belt to the steering pump go closer or further from the engine in relation to the a/c belt
Somethings not right and needs shimmed

Not quite sure what you are asking here.
But it is possible that you need to shim the brackets to get proper alignment. Look for the accessory that is out of alignment the worst and start there. Try to shim as few brackets as possible to arrive at acceptable alignment. Also keep in mind that they make water pump pulley shims for this very purpose.

Im asking on the power steering pulley how it has 2 grooves, which one the a/c pump belt goes on. Whether its the groove closest to the engine or furthest from the engine

Oh, gotcha. The belt that goes around the PS and AC pulley is in front (furthest from the engine).
