The horn setup is different on the later wheel, with a black plastic sleeve that appears to pop into the hole where the horn plunger goes.
Does this feed from the backside? The spring on the wire won't collapse enough to snap the plastic sleeve in from the top (or outside).
Or do I need a different horn plunger, like one from an '89?
The '89 steering wheel hub is thicker than the '83, so the '83 plunger may be the problem.
A solution to this would be greatly appreciated, I'd really like to have an operating horn!

Never mind, figured it out:
You remove the old plunger, insert the new one from the backside and re-connect it to the horn pad.
Works perfectly.
