I was wondering the same thing.  If you could just move them up a couple inches or would the extra holes weaken the frame???

If you are attempting a cheap drop. cut them off, position them up where you want them and drill new holds and bolt them on.

When you bolt them on, I would spend a couple extra bucks and use GRADE 8 bolts and nuts.  Don't want to skimp on safety.
