For a friend at work, I did not get a chance to look at the truck last week.
It's an 85 C10
I know the newer trucks have the delay board built into the wiper motors,
but I have no clue how it works on the older trucks.
If he shuts the truck off for 10 seconds the wipers stop (with the switch off) but that's the only way they will stop.
Any Ideas?

First bypass the delay module. It's under the steering column. Just take the two plugs and put them together. If it's still doing it replace the motor.
