Well tell us what it's doing... Not upshifting out of second? Slipping after second? TV cable is properly adjusted? Who rebuilt it and when? What was done during the rebuild?

I will assume the linkage is installed and adjusted correctly and that in fact the manual valve and linkage are working correctly. Please answer my previous questions... Is the TV cable properly adjusted? Who rebuilt it? Did you ask the builder what they specifically did to it other than put a higher stall speed? If all of the basics check out ok, pop the governor cover off and remove the governor valve. Check the driven gear teeth and ensure the valve is moving.
