I just recently aquired an 84 crew cab dually and im going to lower it. For now im leaving the stock wheels. And i think it will look funny lowered with the stock tires on it. Is there anyone out there who makes low profile tires for 16.5 wheels?
Is it possible to cut down a 16.5 wheel to 16 inches and then just run 16s on it?

You'd be better off looking for some used 16"s Look on craigslist and I'm sure you'll find some take off's for a decent price. 16.5"s are not very popular anymore

There are several size tires for 16.5s. 8.75, 9.5, 10, 12, 31x10.5, 33x12.5. What size is on there and how small small do you want to go? Keep in mind smaller tires will sacrifice load capacity.

What other makes and models will fit my dually?
The tires on there now are 8.75 i think. I want to go a little smaller than whats on there. I dont really plan on towing a whole with this truck so load capacity isnt an issue. I plan on bagging and bodydropping the truck eventually and putting semi wheels on it..but that will come later

In that case I recommend looking for some used 16" dually rims an tires. Bolt pattern is the same for all dodge and chevy, and fords up to 1997. I don't know much about dually backspacing, so check that between what you have and what you get to make sure it clears your brakes and stuff. Check local junkyards and tire shops for a set off another truck.
