does anyone know if it makes any more power by taking the tin shield off the bottom of a 4bbl intake?

I dont think so. I believe it is there to block oil from hitting the intake so it doesnt absorb more heat. Better off getting a mild upgraded intake like Edelbrock Performer or RPM intake.

thanks a buddy asked me b/c the local mud bogs require us in the street class to run the factory intake and it has to be cast iron and I bought a cast iron hi rise from gm and he found one for sale and the guy said he took that plate out to add horsepower and he asked me if it was true and I didn't know so I had to make sure

Are you talking about underneath the manifold, above the lifter valley?

yup. no gain in HP. prolly a decrease if anything. And unnecessarily could heat up the oil if the exhaust heat crossover is intact.
