otherwise it wont budge. well, it does a little but really feels like its out completely. no huge leaks and all the hoses are there haha. i noticed though that on the steering column, where it meets the power steering gear(?) theres a lot of wetness.
i hope its just the power steering pump's bearings going out because thats a much cheaper part to replace.

Try draining the fluid, and replacing it. I had a pump on and 81 Jimmy once that did this. I sucked the fluid out, filled it with mystery oil drove it around town for about 20 mins, sucked it out and refilled with fresh ATF. It work perfect after that.

can anyone tell me what I need to do to fix the part in the picture? Are there just worn gaskets or orings making it leaky/wet right there?

just a bad seal, but the word on rebuilding them is that it is a pain in the but. I suppose if you had a back up box, there is no reason not to attempt it if your willing to spend a few more bucks for the rebuild kit. they did it on powerblock tv and it didnt look too hard. but that is TV.
