Title: high flow oil pump and high pressure fuel pump.

At what point do they become necessary while doing a build?

Ideally, on a fresh build and a carbureted engine you would need neither. Carbs are meant to run with low fuel pressure, 4-6 psi or else the flow will push the needle off the seat. Fuel injection is a different story.
If you have larger bearing tolerances a high volume oil pump can help to maintain your oil pressure.

So by running my quadrajet in the 383 project i wouldnt need the fuel pump, right?
And bearing clearance isnt an issue?

The stock mechanical pump will work fine with your q-jet.
Bearing clearance shouldn't be an issue on a new build, but use plastigage to check it.

I have stock clearances and im using a high volume oil pump just because.
