Title: not enough fuel?

I just started noticing that my glass fuel filter is not completely filling up while the engine is running, after i shut the engine off the filter drains back. The truck is has a carbureted 355 with a mechanical pump, the whole fuel system has been replaced within the last year. I dont think this is normal but i need to confirmation

The draining back to the tank is normal. I did find a filter that fills up all the way. Will take a pix in the morning
