I'm new to the site so I hope this is the right place for this post. I have a 86 C10 silverado that I'm bringing back to life. The engine bay is kind of hacked up. It has a 350ci/350 turbo. When I bought the truck the radiator was zipped tied to radiator support. I bought 4 pads for the upper and lower and the top brackets. The radiator is 28/18.5/1.5 With all that being said my radiator sits about 2.5 inches below the top bracket. Is there another part, spacer, something that brings it up? Pleas help

There are small 1/2" pads that match the ones at the top that go on the bottom, but you have the wrong radiator.

I have looked at several sites for radiators and all seem to have the same dimensions as mine.

You have the wrong radiator for the top brackets. You either have to get a taller radiator or the smaller brackets for the shorter radiator.

Those brackets take a radiator that is about 20.5" in height, I just measured my 84 C30(second picture). Your radiator height takes a different shroud and brackets. My 86 C10 with a 4.3L is a shorter radiator (first picture). The 4.3L shroud hold the radiator but is the same height is what you have. I know the brackets you need however it is tucked away where I can't get pictures of them,
