     You can do a search on the web for bar grills for your year chevy truck and pull up a lot of places.  But most likely he bought it from the look and style of grill from the one place that is taboo to mention on this forum.

It looks somewhat homemade to me (maybe its just quality of pic) because the bars seem thicker then I am use to seeing.  There is only 5 per section (10 total) and it still has the center strip that was usually truck color vinyl sticker over, which most aftermarket are just thin bars all the way. The only bar grill that is top and bottom sections is the 87-91 style that was on some trucks but mostly burbs, blazers, and crews. So I would vote for homemade, just my $.02

Stull (I think) used to make one like that.  It was just square tubing welded together.
