If you had to fabricate a gasket of some sort what would be the preferred method, cutting one from some gasket paper or using the liquid type.

The choice of method is unique to the situation.  What are you attempting to reseal?  Why not purchase a new gasket or seal by application?

I love "the right stuff" but like he said some times you can't use it
