I have been trying to start my truck with Chevy 350 with a Accel HEI dist but Im not getting fire to plugs, I checked power to dist at little over 12 ams, but when trying to crank it drops to between 8 and 9 volts, is this enough to still fire off,

If its dropping that low do a battery check and put a load directly on the battery with terminals removed. If the battery tests @ 12.5 V while not under load and drops to 8 under load sounds like a bad battery. Is the starter turning at regular speed?

Your battery sounds weak, but the ignition should still fire. You might have a bad ignition module or coil. Is the power wire hooked up to the correct terminal on the distributor?

In agreement with Rattler, it could be an indication of a bad battery. Some HEI distributors won't fire on anything less than 10v, or at least that was the case with the original equipment from Chevy. Have the battery tested at a local auto store. Most do it for free and you will know for sure.
