1) Does the BAT on the fuse panel mean it's always got power even when the ignition is turned off?
2) i'm trying to wire an electric fan using a relay. Could i just tap into something else like my aftermarket gauges (which i used one of the IGN terminals for which is one reason i don't have anymore IGN slots left open) since the toggle switch/and power to the relay isn't really going to consume that much power?
All 3 of my IGN slots are taken.

Sure you can, u can piggyback to power a relay.
I added a small aux fuse panel to power my added accessories.
Batt should be batt hot, check it with a meter or get a cheap test light.

i wouldnt wire it into the ignition only type switch. i would go for something that has a thermostatic setting so at a certain temp it would kick on instead of as soon as you start it up
